The social security program is an effort to ensure that people can fulfill their basic needs. On the other hand, the potential for natural disasters and other shocks such as pandemics and conflicts can threaten the welfare of society, including vulnerable workers and workers who are excluded from social security. Therefore, an adaptive social security scheme must be considered to prevent the impact of natural disasters.
